Annotation
The article advances and argues that the constitutional right to social security should be the subject of doing both the Federal center and subjects of the Russian Federation depending on adjustable elements, given the predominant role of the Federation and of the teaching, elaborating on the role of subjects of the Russian Federation. On the basis of the study concluded on enhancing the role of the subjects of the Russian Federation at realization of the constitutional right of citizens to social security with regard to the necessity of detail and content the content of the right of citizens depending on the financial capacity of the regions.
