Annotation

The article substantiates that the external, formal side of law enforcement is characterized by a complex combination of unconditional and conditional. With the external, formal side of it as unconditional (mandatory, categorical and unambiguous); with the internal, substantive side, the conditional (appropriate, due to the variable activity). As an independent, the question of how the features of connection in the law enforcement of unconditional and conditional should be taken into account in solving the problems of increasing its effectiveness is considered.
