Annotation

The article is devoted to the description of the process and the results of a long study devoted to the problem of optimal placement of universities with special statuses (Federal University, National Research University) across the country, where the criterion of optimality is to maximize the system-forming effect on the space surrounding the university with a limited budget for the totality of such universities. The computer model for the calculations was implemented in the environment of the agent-oriented language NetLogo. The conclusions made in the article allow making adjustments to the award, or vice versa, of the removal of special statuses to universities when the possibility of a revision, originally envisaged, for example, for National Research Universities, comes.
