The problems of forming a software and hardware basis for managing all available resources for providing network management and continuous optimization of value chains in the conditions of forming a territorially distributed infrastructure complex for the production and transportation of fuel and energy resources "Europe - Russia - Asia" as an element of a geosystem are analyzed. The necessity of transition from the interpretation of information signals for the operational management of the allocated infrastructure objects (networks) to the modeling and multi-criteria optimization of the operation of the infrastructure metasystem "production (generation) + transport + distribution + consumption" is substantiated.
