The article discusses the use of non-profit concessions to enhance production activities in the constituent entities of the Russian Federation. On the example of the Kostroma region, the process of choosing a priority industry is shown, on the development of which it is necessary to focus for governing bodies of regional and local levels. Priorities for the application of non-profit concessions are considered: social and infrastructural development of territories, filling budgets, increasing the degree of processing of raw materials, developing related types of entrepreneurial activity, improving the welfare of the population.
