Annotation

In 2018, the Ministry of economic development of the Russian Federation prepared and approved the “Strategy of spatial development of the Russian Federation for the period up to 2025”. This “Strategy” was discussed in various institutions, departments and organizations, there were many comments made, but these comments addressed mainly private issues, the conceptual approaches of this strategy were discussed a little. It is safe to assume that these foundations will remain broadly unchanged when this strategy is adopted.

The inclusion in the practice of spatial-territorial approach in the implementation of the tasks of integrated socio-economic planning shows the need to move to other forms and models of territory development, taking into account the functional characteristics and specialization of the city districts. This approach should become a priority in the discussion and adoption of the strategy of socio-economic development of St. Petersburg.

The purpose of this work is to analyze the measures proposed by the “Spatial Development Strategy of Russia for the Period until 2025” for the development of St. Petersburg, the object of the study is the socio-economic space of the city, and the subject is the correlation of the proposed measures with real trends in the development of the city throughout last decades. Among the tasks, it is worth analyzing the dynamics of indicators of transport, social, and demographic development, which determined the transformation of the city economy and the correspondence of the proposed “cost-effective specializations” to the prevailing structural changes in industry.

The methodology used by the authors is based on approaches that are traditional for domestic economic geography. Economic-geographical methods and approaches for research of spatial development processes are preferable to purely economic ones.
