Annotation
A question raised in the article is that of a continuity in a constitutional history between the High and Late Middle Ages, and the Early Modern period of European history. As model states the kingdoms of England, and France are taken, and such features of their constitutional history as a role of the estates legislative assemblies, a bureaucratization and a development of governmental bodies at the center and administrative and territorial units at the localities, a system of taxation, an army, a legal culture are under consideration. The author draws a conclusion that there was a great degree of continuity in the historical development of the governmental and legal institutions of the West European countries before the French revolution, and the subsequent wars and reforms.
