Annotation
Not all nationalities inhabiting the Russian Empire did their compulsory military service were military service. This was due to the different timing of entering into the state. Not always voluntary process of its accession, religious differences, etc. Was such measure a restriction or privilege for the indigenous population of Turkestan? Definite answer to this question is not simple, because the region was inhabited by different peoples, who had pronounced ethno-cultural and everyday specificity.
