The paper examines the economic community of land users and a municipal center, in-teracting in a region. A transparent way of renting of agricultural land, which is based on the principles of openness of relations between agents, is proposed. The choice of the particular land user is performed by means of a competitive selection among land users. The model of such selection is developed. The model is studied by means of computer simulation that demonstrates the performance of the model and presents the first results of research. The model shows the natural dynamics of capitals, resources and capacities of land users.
