MANAGEMENT OF STATE AND MUNICIPAL PROPERTY: CAN THE NEW LAW OVERCOME INSTITUTIONAL TRAPS?

The main objectives of the bill on state and municipal property, submitted for public discussion is to establish uniform rules at the country level, including the management of state property, accounting, monitoring, evaluation and control over its use and disposal. The author of the article joins in absentia public discussion of the proposed bill from the standpoint of scientific analysis in this field. The article presents the current trends of theoretical aspects of the analysis of institutions of state property management. The limitations in conceptual approaches to the management of state property were considered , which, as a result of their evolution, led to the formation of institutional traps that impede effective state management. Suggestions to the law were given. which had taken into account the results, obtained from previous studies.
