Annotation

The article analyzes U.S. international economic assistance during President Joe Biden’s administration and examines prospects for its development following a change in administration. It addresses foundational aspects for evaluating potential directions of international economic assistance, including the characteristics and indicators of the budget process as well as strategic planning documents. Special attention is given to the interaction of forces and interests in U.S. international assistance, framed within the "quadruple helix" of government structures, business sectors, the expert and scientific community, and civil society.
