Technological Imperatives: Problems and Risks of Implementation in the Sphere of Human Rights
Annotation

In modern conditions, the possibilities and limits of the use of information and communication technologies are of special consideration in the doctrine, rulemaking and law enforcement bodies’ activities. In the world there is a “digitalization race”. In the process of formation of information society there is a need for further development of legalization of social relations, the search for answers to emerging issues and solutions to emerging problems.

This article considers a number of aspects concerning the use of information technology in the sphere of human rights and freedoms. One of the goals of this research is to optimize the legal regulation of information relations. Usually authors focus on the positive results of the use of these technologies, and much attention is paid to the threats that arise in connection with the placement of destructive information on the Internet, violations of legislation on personal data, etc. Therefore, the task is to draw attention not only to the positive aspects of the use of information technology, but also to the current risks that not only exist now, but also may arise in the future, including the violation of equality between people, the replacement of the natural conditions (abilities) of a person by advances in information technology. If this happens, in fact, we can talk about unfair competition in sports, education, employment, etc. It is noted that technological progress in the form of digitalization leads to a new way of social relations, the formation of post-industrial society. The growing dynamics of scientific achievements is opening up new opportunities for the individual and his personal (private) life. Scientific and technological progress at the intersection of such sciences as medicine, biomedicine, bioengineering, genetics and information and communication technologies creates conditions not only for “external” impact on men, but also for impact on their nature, including their physical and psychosomatic conditions. The risks arising from the latter must be taken into account, and the appeal to national and foreign countries convinces that there is a need for it.
