Annotation

Current trends in the development of the education system of the Russian Federation dictate new requirements for education managers at the regional, municipal and institutional levels. The evaluation of the performance and efficiency of the activities of existing education managers, based on the principles of objectivity, openness, applicability of results is an important element of the education quality management system. There is a need to develop a model methodology for evaluating the effectiveness and efficiency of the activities of managers of the education system at all levels, considering the current, balanced objectives of the education system, structuring the strategic goals and their performance indicators across all levels of management. The article presents a model methodology for evaluating the effectiveness and efficiency of the heads of the education system at the regional, municipal, and institutional levels, the purpose of which is to provide methodological support and support for a comprehensive and objective assessment within the framework of unified general approaches invariant to its levels. The model methodology is both a factor in the development of regional, municipal and institutional systems for assessing the quality of education and a tool for achieving the results of implementing management tasks at all levels of the education system.
