Annotation

The article analyzes the new rules adopted by the Board of Alexander II for the preparation, review, approval and execution of the state painting (budget) and the approval of the principle of publicity - the publication of the revenue and expenditure parts of the budget. The publicity of the budget ensured the confidence of the commercial and industrial classes and contributed to the economic development of the country.
