Features of the legal regime of environmental disaster zones and emergency zones

Annotation

The article considers the legal regime of environmental disaster zones and emergency zones. The author refers to the legal regulation of these zones that existed in the 90s of the XX century. Further, a detailed description of the history of the development and consideration of the draft law “On the status of environmental disaster zones and the regulation of economic and other activities on their territory” is given: its advantages and disadvantages are evaluated, and possible reasons for the rejection of this draft law are clarified. The article also analyzes the current Russian environmental legislation, which regulates the basis of the legal regime of environmental disaster zones through migration, registration, environmental protection and criminal law rules. It is concluded that it is absolutely necessary to develop the Federal Law “On Environmental Disaster Zones in the Russian Federation”.
