2010 Ballistic Missile Defense Review and 2019 Missile Defense Review are the main documents about the U.S. missile defense policy in the early 21st century. Comparative analysis of these two documents is necessary. It highlights the main evolution features of the U.S. approach to missile defense development and deployment from B. Obama to D. Trump administration. The structures of both documents are quite similar, so the comparison goes chapter by chapter. The 2010 Ballistic Missile Defense Review (BMDR) was released during the second year of B. Obama presidency. That document covered only ballistic missile threats to the U.S. territory and deployed forces and allies in three regions. The 2019 Missile Defense Review (MDR), which was released after a year of delay, addresses broader range of threats. Apart from ballistic missile threats assessment it includes review of cruise missile, hypersonic threats to the U.S. homeland, its forces and allies. Antisatellite and air and missile defense systems are also defined as threats to the U.S. forces and capabilities. Role and strategy of the U.S. missile defense has been further developed. Many new concepts and systems of 2019 MD are presented in chapters about missile defense programs. Furthermore, new regions of interest and new avenues for missile defense cooperation and integration have been mentioned. The chapter about management of missile defense programs has been significantly changed. All these changes show the direction of the U.S. missile defense policy evolution towards more layered and integrated missile defense architecture. But many of its foundations were outlined in 2010 BMDR.
