Annotation

In the article such fundamental features of state as “territory”, “society” and “power” are analyzed in accordance with general – theoretical principle of determinism. The problem of formation and evolution of states is suggested by means of such basic criteria of philosophical doctrine of Being as necessity and chance. Materialistic and idealistic conceptions of formation and evolution of states are defined. Using the examples of formation of first states, evolution and dissolution of states in ΧΧ and ΧΧӀ centuries the contradictions in public life leading to the organization of society by virtue of state are emphasized. Certain de finitions of concept “state” and “new independent state” are suggested.
