Management system in a typical Russian city XVII century — Pereslavl-Zalessky — is analysed in the article. The author investigates the administrative functions as managers of state (governor, apparatus of city writ hut, city mayors of musketeers, pushkars, siege etc.) as well as local elected (gubnoy and zemsky wardens and staff of gubnaya and zemskaya huts). The mechanisms of interaction between the central government and local authorities, involved in the common state administration, are considered in the article.
